City Council Proceeds in the Process of Establishing Utility Franchise Fees

The of Baxter’s street system is one of the most valuable and costly assets owned by the City.  Extending the life of this asset through regular maintenance will provide the lowest possible cost to the City and the stakeholders.  A pavement management program uses actual condition data to estimate the best time to complete maintenance activities.  It is proven that extending the life of streets through regular maintenance will lower the overall cost of the street investment.

Comprehensive Housing Needs Assessment for Crow Wing County

Maxfield Research, Inc. completed the attached study of the Comprehensive Housing Needs Assessment for Crow Wing County, Minnesota.  The study projects permanent year-round housing demand for each community in Crow Wing County from 2014 to 2020 and from 2020 to 2030.  The study also provides recommendations on the amount and types of housing that could be built to satisfy demand from current and future residents.

Storm Water Rate Change

What is the Storm Water Utility?

The storm water utility fee is charged against all developed parcels within the City based on the premise of “contributors pay.” Where land is in a natural state, most rain soaks into the ground or is retained in small depressions. Where development has been prevalent, rooftops, driveways, and parking lots prevent rainfall from soaking into the ground. The rain runs off into streets, ditches, ponds and lakes, creating the need for drainage systems and to protect the quality of our water resources. Developed parcels with water and/or sewer utility service pay this fee monthly; developed parcels without water and/or sewer service pay this fee annually.

2016 Council and Commission Meeting Calendar

The council has approved the annual meeting calendar for all council and commission meetings. The council typically meets the first and third Tuesday of each month.  Occasionally there is a conflict and a meeting needs to be rescheduled.  For 2016  two meeting conflicts were identified.

Oscar Kristofferson Park Pavilion and Kitchen

OK Park Picnic Pavilion (2)

This fall both pavilions at Oscar Kristofferson Park were removed to make way for a new 42-foot by 62-foot pavilion and kitchen.  The new pavilion and kitchen will be constructed during the spring 2016 and will be available for use next summer.
